KPKT: Integration with private property developers is latest feature added to HIMS

EDGEPROP. 4TH OCTOBER: Purpose of integration is to ensure that data on licensed housing projects is updated in near real-time.

The Deputy Minister of Local Government Development (KPKT) Akmal Nasrullah Mohd Nasir officially launched the Housing Integrated Management System (HIMS) at Gamuda Cove Experience Gallery yesterday, and introduced the new feature — integration with the private housing developers with Gamuda Land Sdn Bhd being the first.

The purpose of this integration is to ensure that the data on licensed housing projects is updated in near real-time. This enables transparent property sales management and property market assessments, while ultimately providing potential buyers with accurate property information.

“The development of HIMS, which was originally intended for license processing and project monitoring purposes, has surpassed expectations. It has successfully integrated and shared data with five agencies, both from the government and private sectors. Gamuda Land is the first private property developer that we have successfully integrated with. Without the support from the private sector, the integration may not have happened,” Akmal Nasrullah said.

The rest of the five agencies are the Government Public Key Infrastructure (MyGPKI) under MAMPU, Financial Process Exchange (FPX) system under Paynet, MyIdentity under National Registration Department (JPN) and Business Profile Information under Companies Commision of Malaysia (SSM).

Moving forward, the ministry will continue its strategic partnership with private agencies such as IFCA MSC Bhd, TRB Ventures Sdn Bhd, government agencies and other property developers.

Also present at the launch was TRB Ventures Sdn Bhd (MHub) co-founder and chief executive officer Quek Wee Siong who stated that MHub is humbled to be trusted as a strategic partner in launching HIMS.

“MHub is well positioned to provide the data needed to get better hindsight, insight and from here foresight for nation-building initiatives. With all new initiatives, there will be a transition period and we consider it our responsibility to assist all our developer clients to adopt HIMS towards better, improved standards in our industry,” he added.

In the first quarter of 2024, online Sales and Purchase Agreements (eSPA) that’s generated though HIMS will be enhanced to include e-signature for the parties involved in the Sales and Purchase Agreement, and subsequently, e-stamping through a collaboration with the Inland Revenue Board (LHDN).

KPKT also plans to partner the banking industry to conduct the home buying process, including housing loans, online (end-to-end process), aiming to enhance transparency in home purchasing. 

HIMS began development in October 2019 with a small grant of RM1.2 million, according to Akmal Nasrullah. It started operations on Jan 31, 2022 and now serves as a one-stop centre for the management of developer licenses (DL) for private housing developers, advertising and sales permits (AP), near real-time updates on housing projects’ current status, and generating eSPA.  

As of Sept 28,2023, HIMS has recorded a total of 10,571 registered housing developers, 33,716 housing developments, and government revenue collections amounting to RM19.3 million.
